RESOLUTION NO. 03-1104

RESOLUTION NO.  8384

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL MONTE, 
CALIFORNIA RECOGNIZING THE YELLOW FLAG WITH THREE RED STRIPES 
AS THE OFFICIAL FLAG OF THE VIETNAMESE-AMERICAN COMMUNITY 
IN THE CITY OF EL MONTE


WHEREAS, many Vietnamese were forced to flee Vietnam to the United States of America in fear of the government of North Vietnam’s campaign of retribution and persecution after the fall of Saigon in 1975; and,

WHEREAS, the vast majority of Vietnamese-Americans embrace the yellow flag with three red stripes as the symbol of the Vietnamese-American community; and, 

WHEREAS, dating back to 1948, the yellow flag with three red stripes has a long history in Vietnam and is a broader symbol of resilience, freedom and democracy of and for the Vietnamese-American community; and, 

WHEREAS, Vietnamese-Americans have shown their desire that the yellow flag with three red stripes be recognized as the official flag of the Vietnamese-American community; and, 

WHEREAS, the State of California is home to the largest Vietnamese-American population in the United States of America.

WHEREAS, the City of El Monte is home to an active and vibrant Vietnamese-American Community.
 

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF EL MONTE, CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:

SECTION 1. That the City of El Monte formally recognizes the yellow flag with three red stripes as the official flag of the Vietnamese-American community, and that this flag may be displayed on any city-owned property, at any city-controlled or city-sponsored Vietnamese-American event, or any public function organized by the Vietnamese-American community, subject to the permit requirements of the City; and,

SECTION 2. That the City of El Monte encourages county officials and state legislators to pass legislation recognizing the yellow flag with three red stripes as the official flag of the Vietnamese-American community.

PASSED, APPROVED AND ADOPTED this 16th day of September, 2003.
